I figured it out. There are certain formats that I can’t comment on - The ones with the comment directly on the bottom of the post like these blogs:
Versus the blogs that direct you to a separate comment page like this, which I can comment on:
What I don’t understand is why other people can comment on the blogs that I can not?

i think it has to do with what browswer you are using. i was using chrome and iphone and couldn't comment, but worked when i used explorer.
I don't think it can be recreated because I have been commenting on many blogs with many different broswers. That is why I don't think Blogger can fix it.

I fixed my comment thing so that it's a drop down page as opposed to what I had before. so I hope it works for you now!!!
I need to know how to comment from the iphone. I did last night under "notes" but that didn't publish it so I figured it out a different way but it was too confusing. I've never noticed on other blogs that I can't comment. Just figured people didn't want me to. LOL.
